Minutes of the Dechsendorf citizens' meeting on April 30, 2024

The following minutes are also kept as documentation of this citizens' meeting. Motions and resolutions from the city council/committees as well as subsequent responses from the specialist departments are regularly entered. Lord Mayor Dr. Florian Janik welcomes the citizens present to the Dechsendorf Citizens' Assembly and then refers to the general, usual rules.
Furthermore, the Lord Mayor welcomes the members of the City Council and the employees of the City Administration, introduces those present on the podium and explains their respective areas of responsibility.
Furthermore, Lord Mayor Dr. Florian Janik reports that, according to the provisions of the municipal code (Art. 18 GO), the recommendations and concerns of the citizens must be dealt with within three months by the City Council, the committee or, in the case of ongoing matters, by the administration, depending on the responsibility.

1. changing rooms at the Dechsendorf pond

Of the three changing cabins, also known as "changing snails" (on the side of the Dechsendorf pond), only one is still available. What is the next step?

Lord Mayor, Dr. Janik:
The Sports Office currently sees no need for action, as there are enough changing rooms in the swimming area building. Furthermore, no further opportunities for vandalism should be provided.

REQUEST
The existing changing room snail should be retained and supplemented by new changing room snails (on the Dechsendorfer Weiher side).
The motion was put to the vote and approved by a majority.



2. water level Dechsendorf pond

There was very little water in the Dechsendorf pond last year. Will the water level remain this low?

Lord Mayor, Dr. Janik:
There are no known reasons why the water level was lower last year. The water level is not artificially low.



3. possible wall design (graffiti)

A request is made as to whether the wall of the Dechsendorf elementary school gymnasium may be designed by graffiti artists in consultation with the relevant specialist department.

Lord Mayor, Dr. Janik:
It is suggested that the issue be clarified directly with the school management of Dechsendorf elementary school.



4. protection of the Seebachgrund

The A3 highway is being widened from four to six lanes between Heßdorf and Dechsendorf. It is requested that the city of Erlangen construct a (voluntary) noise protection measure in the east, as the highway authority will no longer deal with the issue (limit values too low).

Lord Mayor, Dr. Janik:
The City of Erlangen has raised this issue with the federal highway authority (Die Autobahn GmbH des Bundes) on many occasions. They have established that the limit values have not been reached. Consequently, no noise protection is being installed. The limit values are so low that even a voluntary noise protection program is not sufficient. According to the noise protection expert, a noise barrier will not ensure that the noise is reduced due to the distance at this location. It is promised that Autobahn GmbH des Bundes will be invited to one of the next local advisory council meetings to explain the situation to the residents.

MOTION
With regard to the expansion of the A3 highway, the city of Erlangen should achieve a voluntary noise protection measure in the east.
The motion was put to the vote and approved by a majority.



5. intersection Brühl / Naturbadstraße

At the Brühl / Naturbadstraße junction, road users (mostly drivers) coming from Naturbadstraße often take the right of way. The red traffic light is (presumably) not registered and driven over. It is also noted that cyclists are easily overlooked due to the mirror for left-turning drivers.

Lord Mayor, Dr. Janik:
An inspection date is promised with the local advisory council and the relevant specialist department.



6. football pitch Kleindechsendorf

It is asked whether a football pitch is planned for Kleindechsendorf.

The City of Erlangen has no land available for a playground or football pitch. It is promised to check again with the playground office and give feedback.



7. traffic mirror canal / Heusteg

Coming over the canal to the right, the path takes a sharp left turn into the Heusteg. This junction is very confusing, which is why a traffic mirror is required in the bend so that you can see in the direction of the canal. If a traffic mirror cannot be installed, measures are requested to defuse the traffic situation.

Lord Mayor, Dr. Janik:
In principle, traffic mirrors do not increase road safety, as road users rely on them too much due to varying (weather) conditions. An inspection appointment with the local advisory council and the responsible department is promised.



8. planning of the canal bridge

Are there already detailed plans for the new canal bridge, also with regard to the cycle path?

Lord Mayor, Dr. Janik:
The construction of the new canal bridge is a building project of the state building authority. The canal bridge will be newly built, the existing bridge will be demolished and the road will be swung around. This will also change the cycle path route. It is promised that an expert from the relevant department will attend one of the next local council meetings to provide information about the canal bridge construction project.



9. cycling infrastructure

The main traffic route from Seebachgrund to Erlangen, in particular the bend in Weisendofer Straße, is not ideal.

Lord Mayor, Dr. Janik:
The state building authority is responsible for Weisendorfer Strasse. There are currently no known changes to the state building authority. An inspection date is promised with the local advisory council and the responsible department.



10. forest roads in Dechsendorf

For a long time, attempts have been made to obtain a subsidy from the City of Erlangen for the maintenance (gravel and work) of the forest paths in Dechsendorf. According to the civil engineering department of the City of Erlangen, there is to be no subsidy here.

Lord Mayor, Dr. Janik:
An examination and feedback is promised.



11. lighting in the Möwenweg development area

The lighting in the Möwenweg development area is very bright.

A promise is made to check the lighting.



12. broadband expansion in Dechsendorf

How is the broadband expansion in Dechsendorf progressing?

Lord Mayor, Dr. Janik:
Erlanger Stadtwerke AG will not continue to roll out fiber optics in Dechsendorf as this is not economical. The City of Erlangen is currently in the process of agreeing cooperation agreements with potential network operators. However, it is not possible to apply for broadband funding for this.



13. surface quality / speed limit 30 Röttenbacher Straße

When will the road surface in Röttenbacher Straße be renewed and a 30 km/h speed limit introduced? Furthermore, it is asked whether a cycle path can be installed.

Lord Mayor, Dr. Janik:
Traffic counts have been carried out with regard to 30 km/h on Röttenbacher Straße. The results are not yet available.

The City of Erlangen currently sees no need to renew the road surface of Röttenbacher Straße. The road is too narrow for a cycle path.



14. cycle path to Kosbach

Are there any plans for a cycle path from Dechsendorf to Kosbach?

Lord Mayor, Dr. Janik:
The road is too narrow for the extension of a cycle path. Feedback is promised on possible extensions of alternative paths (e.g. in the forest).



15. city-country railroad - changes to the bus network

Will the citizens of Dechsendorf first have to travel to Büchenbach when the Stadt-Umland-Bahn is built and then change buses there to get to Erlangen?

Lord Mayor, Dr. Janik:
No, only one bus route will no longer travel into the city via Martin-Luther-Platz, but via the new bridge. Further information can be found at The Erlangen public transport network with StUB and bus (stadtumlandbahn.de).



16. 30 km/h speed limit at the Loheweg junction

An enquiry is made as to whether a 30 km/h zone or 30 km/h speed limit can be set up at the junction of Loheweg and Hirschensprung (slight bend).

Lord Mayor, Dr. Janik:
At this location, according to the Road Traffic Regulations (StVO), there is no legal basis for converting the road into a 30 km/h zone or 30 km/h.



17. traffic lights on Weisendorfer Straße

Crossing Weisendorfer Straße as a pedestrian often leads to dicey situations, as some drivers still drive through the traffic lights when the light is (dark) yellow. It is requested that the red light for drivers heading out of town be set earlier. Furthermore, it is requested that the pedestrian lights be changed at off-peak times so that the lights turn green more quickly.

18. bicycle rental system VAG-Rad

Is a station for the VAG-Rad planned for Dechsendorf?

Lord Mayor, Dr. Janik:
A station is planned for Dechsendorf. A timetable cannot be given at present.



19. bus service to Dechsendorfer Weiher

When will a bus service to Dechsendorfer Weiher (Weiherbus) be introduced?

Planning is currently underway with the district of Erlangen-Höchstadt.



20. weekly market Dechsendorfer Platz

What are the plans for the weekly market on Dechsendorfer Platz?

Talks have already been held with the real estate office about this. The plans failed due to the lack of providers and those responsible.



21. shopping center

There was talk of building a shopping center at the former bouldering hall. What are the plans for this?

Lord Mayor, Dr. Janik:
The land or the building is not owned by the City of Erlangen. The owner has rented the building to someone else.



22. toilet at Dechsendorfer Platz

Are toilets planned for the playground at Dechsendorfer Platz?

There are toilets next door in the old school (Das Vereinsheim). Due to vandalism, access to the public building has been restricted.

Lord Mayor, Dr. Janik:
A promise is made to check whether the toilets can be (re)opened for playground visitors*.



After there were no more requests to speak, Lord Mayor Dr. Florian Janik ended the citizens' assembly at 9:42 pm and thanked the citizens for the discussion and for their commitment.

Citizens' meetings

The city of Erlangen holds an annual citizens' assembly for the entire city.
