Minutes of the Sebaldussiedlung citizens' meeting on October 22, 2024

The following minutes are also kept as documentation of this citizens' meeting. Motions and resolutions from the city council/committees as well as subsequent responses from the specialist departments are regularly entered. Lord Mayor Dr. Florian Janik welcomes the citizens present to the Sebaldussiedlung citizens' assembly and then refers to the general, usual rules.
Furthermore, the Lord Mayor welcomes the members of the City Council and the employees of the city administration, introduces those present on the podium and explains their respective areas of responsibility.
Furthermore, Lord Mayor Dr. Florian Janik reports that, according to the provisions of the municipal code (Art. 18 GO), the recommendations and concerns of the citizens must be dealt with within three months by the City Council, the committee or, in the case of ongoing matters, by the administration, depending on the responsibility.
At 8:08 p.m., he gives the floor to the citizens for their concerns and motions.
1. redesign of Theodor-Heuss-Anlage
What is the current planning status of the Theodor-Heuss-Anlage? Is there a current timetable?
Planning and Building Officer, Mr. Lang:
The feasibility study is currently being finalized. Due to the budget freeze and the associated cost-cutting measures, further planning has been postponed until the budgetary situation allows planning to resume. The continuation of planning is planned from 2028.
2. further offers gastronomy / cafés
There are hardly any restaurants or cafés in the Sebaldussiedlung.
Lord Mayor, Dr. Janik:
Recently, the Alpine Club has opened a new bistro at the climbing center. In addition, the need for further gastronomy and cafés in the settlement is agreed. The city of Erlangen is open to offers from operators.
3. mobile point Theodor-Heuss-Anlage
There are not yet any car-sharing services at Theodor-Heuss-Anlage. Bicycles and cargo bikes are also not available for hire. What are the plans to further expand the Mobilpunkt (apart from e-charging points)?
Planning and Building Officer, Mr. Lang:
The City of Erlangen did not receive any offers in response to the tender for Mobilpunkte at the Theodor-Heuss-Anlage. After consultation with potential providers, a new tender was prepared that is more attractive for the providers. The new tender will be discussed at the city council meeting on Thursday.
Subsequent addition (from 21.11.2024):
The agenda item was not discussed at the City Council on 24/10/2024 and was postponed.
Lord Mayor, Dr. Janik:
The location at the Theodor-Heuss-Anlage is not currently planned for the VAG bike. It is promised that the City of Erlangen's bicycle officer will check the location again.
4. e-charging stations
There are too few e-charging stations in Erlangen.
Officer for Planning and Building, Mr. Lang:
In many parts of the city of Erlangen, the required network coverage for fast charging stations is lacking. In this regard, the network planning is currently being revised together with Erlanger Stadtwerke. In addition, the city of Erlangen is in the process of further expanding the range of charging stations with lantern charging and through private providers (e.g. discounters and petrol stations).
5. source of noise on the university buildings
The air conditioning systems on the university buildings at Egerlandstraße 3 and Martensstraße 7 are a constant source of noise.
Lord Mayor, Dr. Janik:
A site visit has already taken place with the City of Erlangen and the University in this regard. The university then carried out construction work on the air conditioning systems. In addition, the University still intends to bring about improvements to the noise level in other areas. The City of Erlangen is keeping an eye on the issue, but cannot intervene legally as the limit values are not exceeded.
6 TechFak master plan
When will residents be informed about the current version of the TechFak master plan? What changes have been made to the master plan?
Planning and Building Officer, Mr. Lang:
Nothing has changed in the master plan (and the individual measures) since 2022. Individual development plan procedures are currently underway. An information event on development plan no. 467 will take place on 26.11.2024.
7 Circular economy
It is suggested that the city of Erlangen should become a circular city with the help of Circular Economy.
Lord Mayor, Dr. Janik:
The City of Erlangen's environmental department is in contact with Fraunhofer IIS in this regard. However, the City of Erlangen is not currently pursuing its own strategy for a circular economy.
8. parking in Hartmannstraße
Some cars are parked on the footpaths and cycle paths. It is difficult to drive out of residents' driveways as visibility is restricted by the parked cars.
Planning and Building Officer, Mr. Lang:
The city of Erlangen is unable to comply with the legal minimum width of footpaths and cycle paths in many areas of the urban area, which is why parking on footpaths and cycle paths is perfectly legal there. The municipal traffic police will be informed about the parking offenders. In addition, it is noted that citizens can apply for parking bays (with a deductible) from the City of Erlangen's civil engineering department.
9. construction sites in the city area
Citizens complain that roadworks last a very long time and that the road and/or footpath and cycle path are closed as a result.
Referent for Planning and Construction, Mr. Lang:
It regularly happens that different external companies have to be commissioned for a construction site. They have been given a time frame within which the work must be completed. In addition, due to a shortage of personnel and resources, it is currently often the case that construction sites last longer.
10. parking Röthelheimbad
Drivers heading south park right up to the pedestrian crossing in summer. Can the parking spaces there be removed? In addition, more controls and a 30 km/h zone are desired.
Planning and Building Officer, Mr. Lang:
Regarding the removal of the parking spaces, an examination is assured.
Lord Mayor, Dr. Janik:
Currently, more staff are being recruited to the municipal traffic monitoring department in order to be able to carry out more checks, such as at the Röthelheimbad. The introduction of a 30 km/h zone is currently not possible as the legal basis for its implementation does not (yet) exist.
11. parking spaces BBGZ (Bürger-, Begegnungs- und Gesundheitszentrum Erlangen)
Why was no underground parking garage built for the BBGZ (Bürger-, Begegnungs- und Gesundheitszentrum Erlangen) and the associated events?
Lord Mayor, Dr. Janik:
The city of Erlangen cannot bear the costs of building an underground parking garage and at the same time it is not economical due to the low benefit factor. At weekends, the university's parking spaces, which can be reached on foot in approx. 10 minutes, can be used.
12. bicycle parking facilities Röthelheimbad
The bicycle parking spaces at the former entrance to the Röthelheimbad are no longer used. It is suggested that the bicycle parking space be turned into a parking area for cars.

An examination is assured.
13 Planned construction measures in the Sebaldussiedlung district
What construction measures are planned for the next 12 months?
Lord Mayor, Dr. Janik:
One major building project is the construction at the Michael Poeschke School as part of the realization of the legal entitlement to all-day schooling (model project for cooperative all-day schooling). Behind the Alpenverein, a large family center is being built with daycare centers, play and learning rooms and family educational facilities. The sidewalk on Oppelner Strasse and Ratiborer Strasse is also being renovated. In addition, the street lighting in Breslauer Straße will be renewed.
14. streetlights Hartmannstraße / Breslauer Straße
Why were lampposts with a height of 7m installed? Concerns are expressed that the height of the masts means that apartments are involuntarily illuminated.
Planning and Building Officer, Mr. Lang:
In principle, the legally prescribed lux figure must be adhered to, which has increased significantly. In the event of faults, the Planning and Building Department can remedy the situation with the lamps.
15. gymnasium Michael-Poeschke-Schule
The hall is constantly dirty due to a lack of floor cleaning. It is suggested that a broom be deposited so that gym users can clean the coarse dirt themselves.
The bracing devices (for badminton and volleyball) have been defective for years and have been removed about 4 weeks ago.
In addition, the electricity will be turned off until January next year due to the construction site in the schoolyard, so that only cold water will flow in the gym.
Planning and Construction Officer, Mr. Lang:
The contact person for the building and the usability of the school and the gymnasium is the property manager.
The gymnasium is cleaned by a private company before school starts at 7:45 am. A broom is located in one of the rooms by the gym.
The school administration office is responsible for the bracing devices. A company was already commissioned for this purpose on August 1, 2024, who have dismantled the net for the time being for repairs.
Due to the construction site in the schoolyard, hot water cannot be guaranteed in the gymnasium; this was communicated by the sports office with the help of a notice. It is therefore the responsibility of the gym users to decide whether they use the showers anyway (with cold water).
After there were no more requests to speak, Lord Mayor Dr. Florian Janik ended the citizens' assembly at 9:52 pm and thanked the citizens for the discussion and for their commitment.

Citizens' meetings
The city of Erlangen holds an annual citizens' assembly for the entire city. In addition, a citizens' assembly is offered in the various local and district areas (17 assembly areas) per legislative period. Questions and topics can be put to the chair of the meeting, Lord Mayor Dr. Florian Janik, and to speakers in advance of and during the citizens' assemblies.
