If you have lost your registration document or it has been stolen, you must apply for a replacement Part I or Part II registration certificate.

If your Certificate of Registration Part I (Vehicle Registration Certificate) or Part II (Vehicle Title) is lost or stolen, you will need new Certificates of Registration Part I or II to replace them.
If the Registration Certificate Part II is lost, the Registration Certificate Part I must also be reissued.
- In case of theft: Report the theft to the police
- In case of loss: Report the loss to the vehicle registration authority;
if necessary, provide a sworn statement at the request of the authorities
As the vehicle owner, you must submit the application for a new registration certificate to the registration authority responsible for your license plate. You may also authorize a representative to submit the application on your behalf with your written power of attorney. However, if an affidavit is required, you must appear in person.
If you lose Part II of the registration certificate (vehicle title), the registration authority will generally require an affidavit.
Depending on the services offered by your registration authority, a form may be available for download.
The loss of a Registration Certificate Part II or a vehicle title is reported to the Federal Motor Transport Authority by the registration authority and published in the Traffic Gazette. You can pick up the new registration documents only after the public notice period has expired. The registration authority can provide you with information on the estimated processing time.
Did you find the registration document you thought you had lost after the replacement document was issued? If so, you must return the old document to the registration authority as soon as possible.
An application for the issuance of the registration certificate must be filed immediately with the competent registration authority.
The new Certificate of Registration, Part II (vehicle registration certificate) may not be issued and handed over or sent by certified mail until the so-called public notice period has expired at the Federal Motor Transport Authority in Flensburg. The process takes four to six weeks, depending on when the public notices are published.

Confirmation from the police regarding the theft report - At the request of the registration authority: Affidavit (to be submitted to the registration authority)
Based on administrative fees: starting at 11.70 EUR; insurance by affidavit: 30.70 EUR
