Apply for a youth leader card
The Juleica is the nationwide standardized ID card for volunteers in youth work. It serves as legitimation and proof of qualification and expresses the appreciation of voluntary commitment in youth work.
The youth welfare offices are generally responsible for issuing the Juleica (i.e. specifically for ordering and issuing it). Local responsibility is determined by the headquarters of the organization or its subdivision for which the youth leader works.
Requirements for obtaining the Juleica
- The Juleica is intended for voluntary youth leaders in youth work. It can also be issued to part-time and full-time employees if they work as youth leaders.
- The prerequisite is that the youth leader works for an independent youth welfare organization recognized under § 75 SGB VIII or a public youth welfare organization.
- The activity must be carried out continuously over a longer period of time.
- The holder of the Juleica must have received practical and theoretical training for the role of youth leader that meets the following quality standards. The person must be able to responsibly organize and carry out activities with children and young people.
- A recognized pedagogical vocational training or a corresponding (technical) university degree (e.g. educator, social or religious educator, pedagogue, deacon, child and curative education nurse) that meets the required quality standards can be recognized.
- As a rule, the holder of the Juleica should have reached the age of 16. In special cases to be justified by the organization, the card can also be issued to persons aged 15.
- The Juleica holder must have sufficient knowledge of first aid in accordance with the Common Principles for Basic and Further Training in First Aid of the Federal Working Group on First Aid (BAGEH) (currently: 9 teaching units of 45 minutes each). Exceptions are regulated by the German Driving License Ordinance (FeV). Alternatively, a "First Aid for Children" course of the same duration can be attended. Completion of a corresponding course must not be more than three years in the past when applying for the Juleica for the first time.
Quality standards
An essential prerequisite for obtaining the Juleica is qualified training for youth leaders.
The standards listed below are so-called minimum quality standards. Basic training that meets these standards entitles the holder to receive the "Juleica".
- The training must not be less than 34 hours (including practical supervision), of which at least 15 hours must be face-to-face. Web-based elements of the basic training must also take place in a group setting and with professional supervision.
- The training should be led by persons who have a professional pedagogical qualification and/or sound experience in youth work and course leadership.
- The training should be carried out using activating methods and ensure reflection on and transfer into practice.
- The group of participants serves as an exemplary learning environment for the practice of group work.
- The training should be designed in such a way that its course can already serve as an example for the appropriate use of methods. The participants must therefore be involved in the implementation and organization in an appropriate manner.
The following content must be covered in detail:
- Life situation of children and adolescents with special attention to a gender-reflective perspective
- Basic knowledge about the development of children and young people
- Role of a youth leader (tasks, function, limits)
- Teaching group pedagogy in theory and practice
- Methodological skills
- Planning and implementation of activities based on practical examples (e.g. weekend camps, youth education measures, international youth exchanges, etc.)
- Structures of youth work (democratic structure, co-determination, voluntary work and volunteering)
- Value orientation of youth organizations
- Legal and insurance issues
- Prevention of sexualized violence and dealing with sexual boundary violations in child and youth work
Participation, involvement and participation of all children and young people (diversity, inclusion, gender equality) and sustainability are included in all content as cross-cutting issues.
However, it is up to each youth work organization to demand or provide the necessary additional content and qualifications for the leaders of its activities, particularly those specific to the association.
The youth welfare organization (youth association, youth initiative, youth organization, youth ring) for which the youth leader works checks the requirements for obtaining the Juleica and confirms them in the digital application system.
The Juleica is issued for a maximum period of validity of three years. If the activity is continued, a new application should generally be submitted no later than 18 months after the current Juleica expires.
For the renewal (re-issue) of the Juleica, participation in one or more further training events in the field of youth welfare totaling at least 8 hours must be demonstrated. These can be completely web-based. As with the basic training, the training courses must take place in a group setting and with professional supervision.
In addition, for the renewal (re-issue) of the Juleica, we recommend that you work towards refreshing your first aid skills in accordance with the BAGEH Common Principles.

No fee is charged for the issue of the Juleica, which is in the public interest.
If the Juleica is reissued due to loss, the applicant may be required to reimburse the costs.
