Informationen
Purpose
The purpose of the grant is to create and maintain housing for students at public and state-recognized colleges and universities.
Scope
The following are eligible for funding—including initial furnishing:
- the construction, expansion, and initial acquisition of student housing,
- the renovation of student housing and comprehensive energy-efficiency upgrades,
- the acquisition and conversion of buildings that have not previously been used for residential purposes into student housing.
Grant Recipients
The grant recipient is the property owner, the holder of a hereditary building right, or the purchaser. Grant recipients may be legal entities under public law, legal entities under private law, or natural persons.
Eligible Costs
The total costs (including the costs of initial furnishing) are eligible for funding.
Type and Amount
The funding is provided in the form of a loan.
The type of grant is project funding.
Funding is provided in the form of a non-repayable construction loan.
It currently amounts to up to 45,000 euros per housing unit with a 25-year occupancy commitment and up to 75,000 euros per housing unit with a 40-year occupancy commitment. For parent-child apartments or wheelchair-accessible rooms, the grant amount may be increased by up to 20,000 euros in each case. A principal reduction is granted for each full calendar year during which the living space is used for its intended purpose.
When determining the grant amount, a deduction is made in proportion to the extent to which the construction costs of the project fall below comparable new construction costs.
There is no legal entitlement to the requested subsidy.
A prerequisite for funding is an urgent—not merely temporary—need for government-subsidized student housing at the respective college or university location. Student housing is funded only on properties that are conveniently located near the college or university.
Occupancy Restrictions
During the 25- or 40-year occupancy restriction period, subsidized dormitory rooms may only be occupied by students in need. Foreign students must be given appropriate consideration. Up to 20 percent of the housing units may be occupied by apprentices.
Exclusion Criteria:
Project grants may only be approved for projects that have not yet begun.
The application for funding must be submitted to the district administrative authority with local jurisdiction over the construction project. This authority reviews the documents for completeness and compliance with building codes and forwards the application (in a single copy) to the approving agency, the Bavarian State Ministry of Housing, Construction, and Transportation. Funds are disbursed in installments based on construction progress, and applications for these disbursements must be submitted to the district administrative authority.
Payments are generally made in four installments:
- 30% in the second calendar year following the issuance of the approval notice and upon completion of the basement ceiling; or, for buildings without a basement, upon completion of the foundation slab; or, in the case of a building modification or expansion, upon setting up the construction site and the start of work (1st installment),
- 25% in the third calendar year following the issuance of the approval notice, after completion of the shell of the building, including the roof covering; or, in the case of a building modification or expansion, after completion of the plumbing and interior plastering (2nd installment),
- 25 percent in the fourth calendar year following the issuance of the approval notice and upon the building being ready for occupancy (3rd installment), and
- 20 percent in the fifth calendar year following the issuance of the approval notice
and following full completion and occupancy of the dwelling in accordance with its intended use.
Applications for the release and payment of the installments may be submitted no earlier than April 1 of the respective calendar year.
(Early start of measures: Once the funding measure has been scheduled by the Bavarian State Ministry of Housing, Construction, and Transportation and the other requirements have been met—in particular, preliminary planning discussions, a statement on compliance with building regulations, and an agreed-upon draft application—this is possible.)
