You do not need an appointment for:

the Citizen Services office on the ground floor of City Hall (e.g., ID cards, change of address, driver’s license matters, criminal background checks, vehicle registration, resident parking permits, and parking permits for people with severe disabilities). You can check the current wait time here.
the Welcome Desk at the Immigration Office on the 2nd floor of City Hall

Please note: During times of high visitor volume, the Citizen Services Office may stop issuing waiting tickets up to 120 minutes before closing.
