Municipalities may charge for parking on public roads and squares by means of parking meters, parking ticket machines or payment systems (e.g. cell phone parking).

Parking meters and parking ticket machines should primarily be installed where there is insufficient parking space and it is therefore necessary to ensure that as many vehicles as possible can park one after the other for as short a precisely limited time as possible. Parking space management thus makes it easier for individual road users to find a parking space, even when the parking situation is tight.
The Federal Road Traffic Act authorizes the state governments to issue corresponding fee regulations, so-called parking fee regulations. In Bavaria, the authority to issue these regulations has been delegated to the local (municipalities) and lower road traffic authorities (district administrations, independent municipalities and large district towns).
These fee regulations apply to parking on designated public roads and squares. Parking fees may not exceed € 0.50 per half hour or part thereof, or € 1.30 in areas with particular parking pressure.
In areas where there is no public use under road law (e.g. private parking spaces), (higher) civil law charges may be levied on the basis of private law regulations.

The free city center area extends from the bus station at the large parking lot in the west to Zollhausplatz in the east and from Werner-von-Siemens-Straße in the south to Schwabachanlage in the north. It is easy to see which bus stops are located in the inner city area: The names of the stops are highlighted in yellow-orange on the signs. This color can also be found on all timetable and fare information. An interactive map on the Internet also shows which parking facilities are available and the best way to get from there to the city center by bus. This is particularly easy with the new CityLinie. As a ring line, it connects the large parking lot, various parking garages and central points such as the university hospitals.
