Purchase Price Database; Request for Information

The offices of the appraisal committees receive all contracts in which a party agrees to transfer ownership of a parcel of land in exchange for consideration—including by way of exchange—or to grant a hereditary building right. These contracts are compiled and evaluated with regard to the various factors that influence a property’s value.

The purchase price database is generally not public and, including the submitted documents, may be accessed only by members of the Appraisal Committee and employees of the administrative office exclusively for the purpose of performing their duties. Information is provided upon request, provided that a legitimate interest in such information is demonstrated. This applies, for example, to government agencies, publicly appointed and sworn experts, as well as certain certified experts involved in the appraisal of real estate. Information may only be provided to the extent necessary for the purpose of determining value. Property-specific information (i.e., including the parcel number) may only be provided subject to certain conditions; the names and addresses of the contracting parties may not be disclosed.

Based on the purchase price database, the Appraisal Committee ultimately determines the standard land values and publishes them in the Standard Land Value Compendium (for more information, see “Standard Land Values; Requesting Information” under “Related Topics”). The Appraisal Committees also prepare appraisals, upon request, of the value of developed and undeveloped properties (for more information, see “Property Values; Requesting Market Value Appraisals” under “Related Topics”).
