The competent air pollution control authorities are generally the district administrative authorities (i.e., the district offices or the municipalities not belonging to a district) and, in exceptional cases, the state governments. They advise operators of facilities requiring permits on the application process and on complying with obligations under air pollution control law.

In permitting procedures under other areas of law, the air pollution control authorities, acting as representatives of the public interest, issue statements.
