Youth social work at schools (JaS) is a youth welfare measure. The deployment of JaS specialists at schools results in intensive cooperation between youth welfare services and schools.

Purpose and object
With this funding program, the Free State of Bavaria supports the districts and independent cities in providing JaS at elementary school, secondary schools, special educational support centers with a focus on learning, language and emotional and social development, business schools, secondary schools, vocational schools and vocational schools as well as vocational schools for special educational support with a focus on learning and emotional and social development, if the corresponding youth welfare needs have been demonstrated as part of youth welfare planning.
Recipients of funding
Recipients of funding are the local public youth welfare organizations (districts and independent cities) and recognized independent youth welfare organizations that carry out JaS on behalf of the youth welfare office and are not also school authorities.
Eligible costs
State funding is provided for the personnel costs of the JaS specialist.
Type and amount
The flat-rate grant for a full-time position amounts to 16,360 euros.

The need for the scope of youth social work at the respective location must be determined by the local youth welfare office as part of youth welfare planning and confirmed by the youth welfare committee. Further details are set out in the funding guidelines.
If a recognized independent youth welfare organization has been commissioned by the youth welfare office to carry out a JaS measure, it must submit the complete application with the required documents in written form and signed to the youth welfare office. The requirements of the funding guideline must be observed when submitting the application.
The youth welfare office submits its own applications to the responsible government or forwards applications from recognized independent youth welfare organizations with a statement on financial participation.
The government submits the compliant applications with a prioritization to the Bavarian State Ministry for Family, Labour and Social Affairs.
Youth welfare planning is of paramount importance. Changes to the needs assessment (job increases) or changes at the schools, e.g. through the transfer of classes to another school or the intended establishment of a school social pedagogy position or in-depth vocational orientation, must be coordinated with the youth welfare office at an early stage as part of the planning processes.
The initial application must be submitted to the government three months before the planned start of the measure. Subsequent applications must be submitted by December 31 of the previous year.
After submission of the application ready for decision, a processing time of approx. 3 months is to be expected until the start of the measure.
