Youth Social Work in Schools; Applying for Funding

Purpose

Through this funding program, the Free State of Bavaria supports counties and independent cities in their youth social work (JaS) efforts to provide socially disadvantaged or otherwise vulnerable young people with social-educational support in their everyday school life. The goal is to promote personal development, social integration, and equal access to education.

Scope

Funding is provided for youth social work initiatives at the following types of schools:

• Elementary schools, middle schools
• Special education support centers (learning, language, emotional/social development)
• Business schools, secondary schools, secondary schools for special education
• High schools, vocational upper secondary schools (technical upper secondary schools/vocational upper secondary schools), technical upper secondary schools for special education
• Vocational schools, vocational technical schools, and vocational schools providing special education (learning, emotional/social development).

Eligible Costs

State funding covers the personnel costs of the JaS specialist.

Type and Amount

Funding is provided in the form of a grant.
The funding is provided as project funding.

The flat-rate grant for a full-time position is 16,360 euros. Further details are set forth in the funding guidelines.

The need for the scope of youth social work at the respective location must be determined by the local youth welfare office as part of youth welfare planning and confirmed by the youth welfare committee. Further details are set forth in the funding guidelines.

Eligible applicants are local public youth welfare agencies (counties and independent cities) and recognized private youth welfare organizations that carry out youth social work (JaS) on behalf of the youth welfare office and are not simultaneously school authorities.

Exclusion criteria:

• Integration assistance under SGB XII is not eligible for funding.
• Existing comparable socio-educational programs without state funding are excluded from funding (No. 4.3 JaS Guidelines).
• Duplicate or multiple funding from other programs of the Free State of Bavaria, the federal government, or the EU is excluded (Section 4.4 of the JaS Guidelines).

If a recognized independent youth welfare organization has been commissioned by the Youth Welfare Office to implement a JaS measure, it must submit the complete application, along with the required documentation, in written form and signed, to the Youth Welfare Office. Once the Funding Platform (FMP) becomes operational, it must be used; see Section 5.2.1 of the JaS Funding Guidelines dated September 26, 2024. The requirements of the Funding Guidelines must be observed when submitting an application. 

The Youth Welfare Office submits its own applications to the relevant government authority or forwards applications from recognized independent youth welfare organizations along with a statement regarding their financial contribution. 

The government submits applications that comply with the guidelines to the Bavarian State Ministry of Family, Labor, and Social Affairs.

Early commencement of measures: possible upon approval

The application deadline is 3 months. The initial application must be submitted to the government three months before the planned start of the project. Subsequent applications must be submitted by December 31 of the previous year.
