Fees are charged for waste disposal. Anyone who uses the waste disposal facilities of the county or the independent city is liable to pay these fees.

In Bavaria, waste management is the responsibility of the districts and municipalities not belonging to a district. For waste from private households, among other things, there is generally an obligation to use municipal facilities. To effectively carry out their duties, the responsible authorities may form special-purpose associations or contract a private third party—including a limited liability company (GmbH) owned by the responsible authority—to handle the actual implementation of waste disposal.
Public authorities typically finance their operations through waste disposal fees. These fees cover not only ongoing operating costs but also, among other things, annual depreciation on capital expenditures and provisions for future remediation costs.
When calculating fees, the operating authorities have some discretion regarding whether to charge uniform rates or separate rates for different services (e.g., organic waste collection, bulky waste disposal). The relevant usage and fee regulations of the respective operating authorities are decisive.

The fees are collected by means of a fee notice.
The fees are assessed by means of a fee notice, against which an appeal and/or a lawsuit challenging the decision may be filed. Once the notices become final, corrections are generally at the discretion of the responsible authorities.
The amount of the waste disposal fees is set by ordinance.
