User regulations contain the rules for using a municipal library or bookshop (e.g. community library, municipal library, city library or municipal library). They can be issued by cities and municipalities that maintain them.

The framework for the use of a municipal library can be defined in one or more statutes (e.g. user statutes, fee statutes). House and user regulations can be issued to provide information on the most important contents of the statutes and to define the necessary conditions of use of the library.
User regulations can, for example, contain rules for the following areas:
- Types and aims of use
- User group
- Registration
- Loan period and return of media
- Restrictions on borrowing
- Pre-orders
- Behavior in the library
- User's duty of care and liability for damages
