Municipal Partnerships; Long-Term Care
"Municipal partnerships" are collaborative relationships between Bavarian municipalities, counties, and districts and their counterparts abroad. They are agreed-upon friendships between municipalities in different countries.

The partnerships aim to strengthen the sense of European and non-European solidarity through mutual understanding and assistance, to enrich the lives of the people involved and their communities through vibrant citizen exchanges, and to foster the common ground necessary for peaceful coexistence.
Establishing a partnership is a matter of local self-government. Municipalities in Bavaria generally act on their own responsibility and independently in matters concerning the local community. It is up to the municipalities to decide whether and with whom they establish a partnership. For this reason, a partnership cannot be assigned by the state.
Municipal partnerships are generally initiated by the municipalities themselves or through contacts made by citizens, clubs, associations, or schools. The municipal umbrella organizations also serve as points of contact for partnership-related matters.
The organization of partnership activities can be carried out by the municipal administration and/or a partnership committee or association. A vibrant partnership requires the involvement of all population groups and sectors of life within a municipality. The municipality decides on the nature and scope of partnership activities, taking its financial circumstances into account. In doing so, consideration should be given to the capabilities of the partner municipality. Mutual personal contacts ensure the longevity of the relationship and are in keeping with the spirit of the partnership. Official events, youth exchanges, sports and cultural exchanges, citizen exchanges, work-related exchange programs, and economic initiatives can all be part of an active partnership.
No Bavarian state funds are available for municipal partnerships. European Union funding programs provide limited financial assistance for partnership activities.
A comprehensive overview of all partnerships is maintained by the Bavarian State Ministry of the Interior, Sports, and Integration (see “Related Links”). Municipalities have been asked to notify the ministry of any new partnerships.
