Civil protection fund; application for reimbursement of operational costs for disaster management
The Free State of Bavaria grants subsidies to compensate for operational costs in defensive civil protection.

Purpose
Grants from the Civil Protection Fund are intended to partially offset the expenses of the civil protection authorities and those obliged to provide disaster relief in defensive civil protection (operational costs) in order to avert unreasonable burdens on the bearer of the expenses if this is not possible by claiming other benefits.
Object
In accordance with the guidelines, grants are only awarded for proven and separable (separable, definable) expenses incurred by the disaster control authorities and those obliged to provide disaster relief, which are incurred as a result of measures to avert the dangers caused by a disaster (Art. 1 Para. 2 BayKSG) (operational costs) and which would not have been incurred without the disaster.
A distinction is made between
- own operational costs,
- external costs and
- special expenses.

Recipients of reimbursement
- the districts and independent municipalities as bearers of the expenses of the district administrative authorities (disaster control authorities),
- the municipalities belonging to the district,
- the administrative communities,
- the districts,
- other corporations, institutions and foundations under public law subject to the supervision of the Free State of Bavaria,
- the voluntary aid organizations and
- the associations of independent welfare organizations.
Type and amount
The grants are awarded as partial funding in the form of non-repayable allocations.
The amount of the grant is determined in accordance with point 5.3 of the guidelines.
A grant in accordance with these guidelines does not apply if the operating costs are already offset by other funds.
Funding is provided without legal entitlement within the framework of the funds available in the Civil Protection Fund.
Reimbursements are granted for proven and separable (deductible, definable) expenses that
- are in direct temporal and factual connection with a disaster (Art. 1 Para. 1 BayKSG),
- were necessary to avert an imminent danger or to avoid high material damage and
- are appropriate and economically justifiable.

Applications for grants must be submitted using the form under "Forms".
Applications from independent municipalities, rural districts and districts must be sent directly to the government in a single copy.
Municipalities belonging to the district and other parties obligated to provide disaster relief must submit their applications in duplicate to their responsible district administrative authority; after reviewing the application, the authority forwards one copy to the government.
The district administrative authority checks the submitted applications, including the attached factual report (as well as the attached supporting documents), in particular for completeness and conclusiveness and confirms the correctness of the application.
