Building Authority

As part of a building permit process or an exemption from permit process, a separate application for approval of the property drainage system (in duplicate) must be submitted in addition to the building permit application, particularly for new construction projects and for significant modifications to existing drainage systems (Section 10 EWS).

The following projects require approval:

• Construction and modification of the property drainage system
• Construction and modification of connection channels
• Temporary discharge of wastewater (church festivals, street and neighborhood festivals, and similar events, as well as the installation of portable toilets, construction site facilities, office containers, etc.)
• Temporary discharge of groundwater from construction sites, groundwater drilling tests, and remediation projects (contaminated sites)
• Temporary discharge of wastewater during facade cleaning
• Construction and modification of all drainage facilities within buildings that collect and discharge commercial, industrial, and similar non-domestic wastewater, in particular wastewater pretreatment systems, as well as in the event of a change in the approved wastewater volume, the wastewater composition, and the pretreatment process (restaurants, manufacturing facilities, gas stations, etc.)
• Discharge of substances pursuant to Section 15(11) (commercial and industrial wastewater)

Property connections should be made using vitrified clay pipes in accordance with DIN EN 295 or solid-wall pipes made of polypropylene (PP) in accordance with DIN EN 1825 (min. SN16) or as concrete pipes, or, if required for structural reasons, as reinforced concrete pipes in accordance with DIN EN 1916, including resistance to highly corrosive environments in accordance with DIN 4030 (EA3). Please submit requests for alternative materials in a timely manner.

The connection to the public sewer must be applied for in a timely manner, preferably together with the excavation permit (special use of public traffic space), at the Office for Urban Planning and Mobility, Department of Road Traffic and Construction Sites:

In general, the following documents must be submitted in duplicate:

• Application form
• Current official site plan, scale 1:1000
• Official sewer map, scale 1:1000
• Floor plan, scale 1:100
• Cross-sectional drawings (pipe layout) at a scale of 1:100
• If applicable, soil survey including proof of infiltration or infiltration test (requirement for infiltration of uncontaminated stormwater)
• Checklist for Rainwater Infiltration
• In the case of discharge restrictions, the VRRR calculations according to Equation 22 as well as the flooding verification according to Equation 20 of DIN 1986-100
• Design of separator systems
