As part of youth welfare planning, the public youth welfare agency (county or independent municipality) assesses the existing inventory of facilities, services, and other programs and determines the need, taking into account the wishes, needs, and interests of the target groups. Concrete action plans are derived from the assessment of existing resources and needs. The public youth welfare agency involves recognized private youth welfare organizations in the planning process. To this end, the Youth Welfare Committee must consult with them.
