As part of youth welfare planning, the public youth welfare organization (district or independent municipality) determines the existing facilities, services and other offers and identifies the needs, taking into account the wishes, needs and interests of the target groups. Specific action plans are derived from the assessment of existing facilities and needs. The public youth welfare organization involves the recognized independent youth welfare organizations in the planning process. They must be heard by the youth welfare committee.
