Declaration of Commitment; Submission

Are you a German citizen or a foreign national with a right of residence who would like to enable a third-country national—who requires a visa to enter the country—to stay in Germany for a short or long period because that person is unable to provide the necessary proof of financial means to cover the cost of their stay (living expenses/health insurance coverage) as part of the visa application process?

In that case, as a third (legal) party, you have the option of submitting a declaration of commitment. By doing so, you commit to providing housing for the third-country national, financing their living expenses for the duration of their stay, and ensuring adequate health insurance coverage. The declaration of commitment does not create a direct obligation toward the third-country national, but it does provide government agencies with a means of recourse in the event that public funds must be used to cover the foreign national’s living expenses—including housing—as well as medical care in the event of illness.

To submit a declaration of commitment, please use our online service (see below). The following documents must be uploaded as PDF files with the online application:

• The guarantor’s ID card or passport,
• at least the last three proofs of income for the guarantor,
• the guarantor’s lease agreement,
• if applicable, the guest’s proof of health insurance (not mandatory); You are welcome to attach additional documents at this point in the online application, such as a cover letter or similar.

Sufficient creditworthiness of the guarantor.

Many immigration offices already offer the option to submit a declaration of commitment online, which saves you a trip to the office. Please check if this option is available at your immigration office. If your immigration office does not offer this online service, visit the office in person as the guarantor to submit a declaration of commitment and fill out the form available there.

The immigration office responsible is the one in the district where the third-country national plans to stay. If the foreign national’s future place of residence is still unknown, or if the person making the declaration of commitment (the host) does not have their habitual residence at the foreign national’s (the guest’s) planned place of residence , the Foreigners’ Registration Office in the district where the person making the declaration of commitment has their habitual residence is responsible.

The Foreigners’ Registration Office will verify whether you are financially capable of fulfilling the commitment you have made (creditworthiness) and will certify your signature.

You must send the original of the certified Declaration of Commitment to the third-country national concerned, who will then submit it to the diplomatic mission.
