Resident Parking Permit; Application

Due to significant parking pressure in urban areas caused by visitor, delivery, commuter, and resident traffic, it has become increasingly necessary in recent years to implement what is known as “parking management.” This means that within a parking management zone, parking is permitted only with a parking permit, parking meter, or parking disc. Parking management is also intended to make living in urban areas more attractive again and thereby reduce the pressure on rural areas and the exodus from cities, particularly in places where private parking spaces (within walking distance) are not available or are insufficient.

In particularly congested parts of cities (e.g., often downtown areas), resident parking zones may be established in the interest of those who live in these areas, and special parking permits may be issued to provide long-term parking specifically for the benefit of residents of the affected neighborhood. This is often indicated by the additional signs “Residents with a parking permit … free” or “Residents with a parking permit only … .” However, this reservation must not prevent visitors and commuters from entering the cities by car. Therefore, only a portion of the parking spaces in cities may be reserved. Another way to grant special parking privileges is to exempt residents in parking management zones from the requirement to park using a parking ticket, parking meter, or parking disc.

In order to prove their eligibility for long-term parking in the regulated area to enforcement authorities—specifically, police officers and municipal traffic enforcement officers—those who actually live and are registered in this area must possess a resident parking permit and display it prominently inside the vehicle.

• Actual place of residence (often the primary residence) and registration with this address in the managed area
• Vehicle owner or proof of long-term use of a vehicle (including car-sharing)

• Identification card or passport
• Certificate of Registration, Part I (Vehicle Registration Certificate)
• If you are not the owner of the vehicle, a statement from the owner confirming that you are authorized to use the vehicle on a permanent basis (owner's statement)
