Single parents are entitled to counseling and support in the exercise of parental care.

Mothers and fathers who are the sole caregivers for a child or adolescent (single parents) are entitled to counseling and support in exercising parental care, including the enforcement of the child’s child support claims.
The counseling is intended to help single parents resolve educational, legal, and financial issues (e.g., resolving conflicts with the other parent, mediating disputes over visitation rights, providing advice on the child’s outstanding child support claims, and options for enforcing such claims). Children who have reached the age of majority have their own right to counseling and support in asserting child support claims.
To establish paternity and assert a minor child’s support claims, a guardianship may also be requested from the Youth Welfare Office (see “Related Topics”).
In addition, the parent is entitled to counseling regarding the assertion of their own claims for child support following the birth.
