Activities in connection with explosive substances have a great potential for danger. The aim of the Explosives Act is to protect people and property from these dangers. Improper handling by persons without specialist knowledge as well as misuse or accidents caused by disregarding safety regulations should be prevented. The Explosives Act places high demands on the suitability, reliability and specialist knowledge of persons who handle explosive substances commercially or privately.
The handling and transportation of explosive substances are regulated in the Explosives Act (SprengG) and the ordinances to the Explosives Act (1st + 2nd + 3rd SprengV).
Competent authorities:
- The district administrative authorities are responsible for permits in the private sector for firecrackers, reloaders and muzzleloaders.
- The trade supervisory offices are responsible for licenses and certificates of competence in the commercial blasting and fireworks sector as well as for other licenses in the private sector.
- The mining authorities are responsible for companies that carry out such activities under mining supervision.
The requirements for the issue of an explosives permit or a certificate of competence are generally
- Reliability
- Personal (and physical) suitability
- Specialist knowledge
- Minimum age of 21 years
- (Commercial or private) need
- Written application with proof of identity
- Proof of personal (and physical) suitability (e.g. by means of a medical certificate)
- Proof of expertise
- Proof of a commercial or private need
The costs can vary.
Fees of between 70 and 4,000 euros can be incurred for a permit or a certificate of competence.

- When applying for an extension, you are welcome to send us your explosives permit by post.

The Public Safety and Order Department is part of the Citizens' Office of the City of Erlangen and performs the various tasks of the regulatory authority.

The road traffic authority is exclusively responsible for matters relating to road traffic (in particular road traffic regulations, road markings, parking spaces, stopping restrictions, access permits).
