Our Civic Services Office: One-Stop Civic Services

Since 2005, the Citizens’ Service Office has been committed to providing modern, citizen-centered service. What began in July 2005 in the former Sparkasse offices in City Hall has now become a central point of contact for many everyday matters—efficient, friendly, and increasingly digital as well.

Whether you need to change your address, renew your passport, or update your documents after getting married—at the Citizens’ Service Center on the ground floor of City Hall, you can take care of many matters directly and all in one place. This is made possible by the so-called “life-situation principle”: the services are tailored to typical situations in citizens’ lives. There’s no need to travel long distances between different government offices—in many cases, a single visit to City Hall is all it takes.

Just drop by—no appointment needed

A special feature of the Citizens’ Office is that it operates on a walk-in basis. Anyone with a request simply takes a number and is called when it’s their turn—no appointment necessary. This is a major advantage, especially in urgent cases, such as when a travel document has expired just before a vacation.

  • the current queue number
  • the number of people waiting, and
  • the average wait time

. And thanks to the mobile call display via smartphone, you can briefly leave City Hall even after taking a ticket—without missing your turn.

Friendly service for all inquiries

For two decades, a commitment to service has been at the heart of the Citizens’ Office. A dedicated team uses its expertise, flexibility, and friendliness to ensure that citizens’ requests are handled quickly and easily. During peak times, up to 520 people are served per day—a figure made possible by continuous service without breaks in appointments.

More and more services online

Even though the basic principle of citizen services has proven itself over the past 20 years, workflows and services for citizens are constantly being optimized. The increasing digitization of administrative services offers significant potential for this. For more and more services, the legal and technical requirements are being put in place so that they can be conveniently handled online from home. For example, as of recently, you no longer have to go to City Hall to register your residence.

“The original idea behind the Citizen Service is that we consistently focus on the needs and concerns of our citizens. With the increasing digitization of services, we remain true to this idea. And for all those who prefer to visit city hall in person, we’ve been following the tried-and-true principle for two decades of offering as many services as possible in person and bundled from a single source,” explains Thomas Ternes, Director of Legal Affairs, Human Resources, and Digitization.

Online Registration

A trip to City Hall is no longer necessary: This digital service has been available since June. You can also update

  • the address on your ID card
  • of residence on your passport, or
  • the address on the electronic identity card (eID)

can be done from home. The data is protected by modern security standards. This is ensured through authentication via the online ID function of the national ID card or the eID card.

This service is available to German citizens and EU citizens. This eliminates the need to visit city hall. The registration process is entirely digital. You’ll need

  • an ID card with eID functionality (for German citizens)
  • an eID card (for EU citizens)
  • a Bund-ID, and
  • an NFC-enabled smartphone with the ID app.

The only document required is the landlord’s confirmation, which must be filled out by the landlord and then photographed or scanned. Online registration is not yet available for secondary residences or for third-country nationals.
