Dark field study confirms the need for protection against violence
In November 2025, the city council defined "protection against violence" as a priority in the first equality action plan. The current dark field study "LeSuBiA" confirms the urgency: a large proportion of domestic violence remains unreported, and women*, young people and queer people are particularly affected.
Women's shelter statistics 2024: Still too few shelter places
The Istanbul Convention (since 2018) and the EU Directive on Combating Violence against Women and Domestic Violence, which has been in force since May 2024, among other things, place binding obligations on Germany to drive forward the expansion of protection services. From 2032, the Violence Assistance Act is to provide an individual legal entitlement to protection for the first time; until then, the situation for those affected will remain critical in many places.
